What a pleasant news! The civil government system is moving to the right direction as
following
1. There is more clarity and transparency in practice. Less personal feelings interfere with
decision-making and judgment in all levels of works.
2. There is a concrete example for the new generation to learn and follow. The explanation of
ethics and judging ethics is transparent.
3. The institution accepts that the honor, merit, and penalty system does not meet the standard
expected by the society. Thus, it becomes a hindrance for the institution to protect, support,
maintain, and build up the spirit of the civil government personnel, who is the biggest admi
nistrative organization of the nation.
This article can be viewed as a glory contribution of the 1997 constitution. There are
more magnificent consummations of this virtuous constitution awaiting for us to discover.
